As revealed by skysports.com on Tuesday, Birmingham have opened talks with Tottenham about a deal for the Republic of Ireland international.
Discussions are believed to be at an advanced stage between both parties with Birmingham hoping to be able to have the green light to let Keane undergo a medical.
Blues boss Alex McLeish has made a new striker his top priority in this month's transfer window and it appears Keane could be on his way to St Andrews.
The 30-year-old is keen to leave White Hart Lane after dropping down the pecking order in Harry Redknapp's plans and Spurs are willing to let him move on.
A number of other clubs, including Newcastle and Wolves have expressed an interest in Keane, but Birmingham are hoping to win the race for the former Leeds and Liverpool man.
