Both clubs had offers in the region of £3 million accepted for Pienaar, who told Everton he would not extend his contract which expires at the end of the season.
However, Chelsea were unable to agree personal terms, allowing Tottenham to conclude a deal for the player who made 104 Premier League appearances for Everton.
Pienaar arrived at Tottenham's training ground on Tuesday to undergo a medical and later confirmed he will be signing a contract, reported to be for four years.
Pienaar tweeted: "To end speculation I am going to Spurs. I've had brilliant years at Everton and it will always be a special place in my heart. I can also confirm I'll be jersey number 40.''
New team-mate Jermain Defoe welcomed his arrival, suggesting it proved Tottenham were now the equal of Chelsea.
The striker said on on his own Twitter account: ''signings (sic) Steven Pienaar is a massive coup for spurs this deal really shows how far we have come when we a top player rejects a big club 4 us.''
The South Africa international began his career in Europe with Ajax, before spending one season at Borussia Dortmund in Germany. He joined the Toffees in the summer of 2007.
